Delhi HC Directs CBI to Seek Interpol Red Notice Against Man Accusing Indian Courts

He has been joining the Court via video conferencing on multiple occasions and has created nuisance in court.

Delhi High Court asked CBI to issue Red Corner Notice through Interpol to locate Adeeshwar Singhal who has made defamatory statements against the judiciary

Justice Navin Chawla and Justice Ravinder Dudeja bench ordered to bring him physically before the Court in the suo motu contempt matter filed against him.

"The CBI is directed to issue a Red Corner Notice through INTERPOL against the respondent (Singhal) to bring him physically before the Court to comply with our orders including NBWs." said the Court.

Singhal appeared over video conferencing on 18th of September and created nuisance in the Court.

"We will bring you before the Court. Do not think we will let you go. You have been creating nuisance in the Court by making such allegations. Either you come to court or we will bring you." said Justice Chawla.

It was brought to the notice of the Court by the Standing Counsel Mr. Amit Tiwari that Singhal left India to Italy in year 2024 and has not returned back since then.

It was also stated before the Court that his Indian Passport has expired and his whereabouts are unknown.

"Look out circular has also been issued but may not be enough to bring him physically before the court even after passing NBW." the Court observed.

An Inspector from Delhi Police informed the Court that when Singhal had joined the proceedings last time in April the IP Address from where he had joined was in California in United States of America.

So the Court directed the Union Ministry of External Affairs to inform the relevant authorities in United States of America about the NBWs issued against Singhal and that his Indian Passport has expired and his IP Address as well.

"He will not be able to use that passport anymore. Whatever place he is at must be using some other identity." the Court further held.

Cyber Cell from Delhi Police was also directed to look into the IP Address from which Singhal had joined the Court. Court's Registry was also asked to provide information about the IP Address.

Singhal was directed to come physically before the Court on the next date of hearing.

"The respondent is once again directed to appear before this Court on the next date of hearing." it held.
Next date of hearing is on December 9.

Mr. Amit George, Amicus Curiae along with Advocates Amal and Muskan Shalya assisted the Court.

Mr. Amit Tiwari Standing Counsel for Central Government along with Adv. Ayushi Srivastava, Adv. Arpan Narwal, Adv. Kushagra Malik and Adv. Ujjwal Tyagi appeared for Union of India.

Advocate Aman Usman Additional Public Prosecutor along with Adv. Manvendra Yadav appeared for Delhi Police.
