What Laws Apply to an NCDRC Matter?
Consumer Protection Act, 2019 would be the primary statute. Section 51 explains Appeals from orders of State Commission. As the name suggests, an appeal under Section 51(1) would have a limitation of 30 days.
As per the Act, if the appellant is directed to pay a certain amount by the State Commission, then they need to deposit 50 percent of that amount while filing the appeal. Appeals from orders passed by the State Commission in appellate cases are covered under Section 51(2). Appeals in respect of substantial question of law can be filed from orders passed by the appellate State Commission.

Section 69 Consumer Protection Act, 2019 provides for a general limitation of 2 years in respect of preferring a complaint. When the complainant fails to file a complaint within the prescribed period, he can file the same beyond the prescribed period on the grounds of condonation. He would have to justify that there was sufficient cause for not filing a complaint within the prescribed period of limitation.
